A complex sentence is a sentence with two or more dependent sentences and independent sentences mixed by subordinating conjunctions, such as "although," "after," "until," "while," or "when" – Simple English Wikipedia.

If we expand it more into dependent and independent sentences:

  1. The auditors ordered the Czech government to return all the money.
  2. The money was paid to Agrofert from European regional development and social funds.
  3. All the money was according to a report.
  4. A report was leaked.
  5. A report was obtained by the Czech news organization Denik N.
  6. A report was shared with The Times.

That is the reason why a complex sentence or reduced clause in a complex sentence is hard to understand by English students and enthusiasts.
